The Home Ministry executed a substantial reshuffle on Friday within the AGMUT cadre, transferring several high-ranking bureaucrats from the Delhi government, including two additional chief secretaries and a principal secretary, to various states and union territories. A total of 66 Indian Administrative Service (IAS) and Indian Police Service (IPS) officers from Delhi, Jammu and Kashmir, and other union territories were reassigned to Arunachal Pradesh-Goa-Mizoram and Union Territories (AGMUT) cadre. Ashish Chandra Verma, a 1994 batch IAS officer who served as the additional chief secretary for finance and revenue in the Delhi government, has been moved to Jammu and Kashmir. The majority of these transfers occurred in Delhi, with 21 IAS and 23 IPS officers either reassigned from Delhi or brought back to the capital from other union territories.
First Major Bureaucratic Change Since BJP Government Took Office
This marks the first significant bureaucratic reshuffle in Delhi since the formation of the Rekha Gupta government in February, with the Home Ministry transferring several senior officials from the AGMUT cadre to other states on Friday. Anil Kumar Singh, an IAS officer from the 1995 batch and additional chief secretary for environment and forests, has also been reassigned to Jammu and Kashmir, while Sudhir Kumar, a 1999 batch IAS officer and principal secretary of the vigilance department, has been moved to Mizoram.
Additional Transfers and Appointments
Furthermore, Sachin Shinde, a special secretary from the 2008 batch, has been transferred to Puducherry and the Andaman and Nicobar Islands. KM Uppu, a special secretary from the 2009 batch, has also been reassigned. Vijay Kumar Bhiduri, a 2005 batch officer currently serving as the divisional commissioner in Jammu and Kashmir, has been called back to Delhi. Similarly, Dilraj Kaur from the 2000 batch has been instructed to return to Delhi after her tenure in the Andaman and Nicobar Islands, where she has previously held various positions. Other officers transferred from Delhi include Chanchal Yadav (2008 batch), Vinod Kawale (2008 batch), and Naveen SL (2012 batch).
Interdepartmental Transfers
The Delhi government has also conducted interdepartmental transfers involving a total of 42 senior officials from the AGMUT and DANICS cadres. Meanwhile, Naveen Kumar Chaudhary, a 1994 batch additional chief secretary who previously oversaw irrigation and flood control as well as general administration, has been appointed as the new ACS for the Public Works Department. Bipul Pathak, a 1992 batch additional chief secretary for industry, has been given additional responsibilities as ACS for environment and forests. Nikhil Kumar from the 2002 batch will take on the role of new health secretary and will also manage the IT secretary's responsibilities. Neeraj Semwal, a 2003 batch officer awaiting posting, will assume the role of revenue secretary and divisional commissioner.
